The article discusses the influence of innovative development factors on improving human assets in Azerbaijan. The author assesses the socio-economic reforms that have been carried out in our country and shows that the transition to an innovative type of development is currently very relevant in Azerbaijan. This is due to several factors. First of all, it is necessary to increase the number of producers of innovative products, to give preference to the behavior of consumers of innovative products and to strengthen the interaction between manufacturers and consumers of innovative products. The author notes that for the implementation of this it is important to create the National Innovation System. However, the article reveals a number of factors that impede the creation of the National Innovation System, without elimination of which it will be impossible to create this system in our country.
