The article deals with the transition of the Azerbaijani economy to an innovative way of development aimed

at the effective use of national resources on an equal basis with the use of foreign innovative technologies,

management experience and financial resources. A new approach is also required to assess the role of science

and technology in social progress, formulation and implementation of national goals. Only in this case the

policy of the state in the sphere of science and innovation will really be the priority direction of its activity. Science

should be constantly used to assess the state of the domestic economy, analyze the consequences of

government decisions, programming and forecasting of economic, scientific and technological development.
