Azerbaijan has, throughout all periods, strived to preserve and enhance its scientific potential, as well as to establish bilateral relations with neighboring countries and the international community in various fields of science. It is not by chance that even during the early statehood period, a culture of writing existed in Azerbaijan. Although the direction of scientific development differed under both Tsarist Russia and the Soviet era, certain achievements were made in this field. During the Soviet period, historical science was based on Marxist-Leninist ideology, yet certain progressive steps were taken. In particular, the development became more remarkable during the leadership of the Great Leader Heydar Aliyev in Soviet Azerbaijan. During this period, Azerbaijani scientists maintained close ties with various scientific centers around the world, continuing cooperation in different scientific fields through joint congresses, conferences, and symposiums. From this perspective, the presented article includes an analysis of the decrees and orders signed by the Great Leader regarding the development of human resources during his leadership of both the Azerbaijan SSR and the Republic of Azerbaijan, his speeches on various occasions, statements during meetings with scholars and intellectuals, as well as other related materials.
