An Analysis of Opportunities for Enhancing Product Imports to Azerbaijan from ECO Member States

The paper analyzes the situation in Azerbaijan in the context of the global surge in food prices resulting from the war in Ukraine. The study examines the impact of the war on both global and Azerbaijani import markets and explores the opportunities for ECO countries to replace imports previously supplied by major exporters such as Russia and Ukraine. Furthermore, the research investigates the capacity of ECO member states to supply alternative markets. To address these questions, various analyses and assessments were conducted. Using the Market Access Map, Export Potential Map, and other tools of the International Trade Center, three ECO member states with high potential to supply Azerbaijan with strategic food products were identified: Turkey, Kazakhstan, and Pakistan. The war in Ukraine has destabilized global markets, requiring Azerbaijan to urgently diversify its sources of imports. At the same time, the government must enhance trade policy to stimulate domestic production of strategic food products, reduce dependence on imports, and broaden export potential. Achieving the production of competitive goods—primarily based on local raw materials and supported by policies that promote quality and efficiency—should become a key priority.
