One of the most important mechanisms enabling the state to implement economic and social regulation is the financial mechanism—the financial system of society, the central element of which is the state budget. It is through the financial system that the state creates centralized funds and influences the formation of decentralized funds, ensuring the ability to fulfill the functions assigned to state bodies.
Budget and fiscal policy allows for further influence on the positive trends occurring in the Azerbaijani economy, strengthening the country's economy, and continuing the growth of state budget revenues.
The success of economic reform in Azerbaijan largely depends on the direction taken by the transformation of the society's financial system and the extent to which the state's fiscal and fiscal policy meets the demands of the times.
Dövlətin iqtisadi və sosial tənzimləməni həyata keçirməsinə imkan verən ən vacib mexanizmlərdən biri maliyyə mexanizmidir - mərkəzi elementi dövlət büdcəsi olan cəmiyyətin maliyyə sistemi. Büdcə və fiskal siyasət Azərbaycan iqtisadiyyatında baş verən müsbət tendensiyalara, ölkə iqtisadiyyatının möhkəmlənməsinə və dövlət büdcəsi gəlirlərinin artımının davam etməsinə daha da təsir göstərməyə imkan verir.
Azərbaycanda iqtisadi islahatların uğuru əsasən cəmiyyətin maliyyə sisteminin transformasiyası istiqamətindən və dövlətin fiskal və fiskal siyasətinin zamanın tələblərinə nə dərəcədə cavab verməsindən asılıdır.
