Sustainable economic and scientific innovation development requires the presence and successful functioning

of an adequate situation of the growth mechanism, which provides for the creation of the necessary

economic, financial and organizational and legal conditions. It is necessary to work out the forms of a harmonious

combination of national interests in scientific and innovative development with international differentiation,

specialization and segmentation of high technology markets. It is required to form a subject of scientific

and innovative development, covering all the diversity of scientific directions, types of scientific and innovative

activity, stages of the process of creation and transfer of modern technologies. The subject of scientific

and innovative activity in the form of a structured network of scientific and innovative organizations should

have rational proportions, developed infrastructure.

In specific conditions of Azerbaijan while government still manages virtually all science, scientific support

and the area of production loses its national characteristics in the application of scientific achievements

"education - science - production" unity coordination of activities has gained particular importance. Obtaining

and applying new knowledge in the field of science-intensive technologies, management of new knowledge

in regional and corporate levels are the basis of such unity. In the field of education it expresses the significance

of education of innovation.
