In the article, the factors that affect the motivation of civil servants and private sector workers are discussed, taking into account their participation in the formation and distribution of enterprise profits. To determine the influence of these factors on motivation, we used statistical data on wages and dividend payments. As qualitative indicators are used, they include career growth, the availability of additional education, the possibility of creativity, and the microclimate in the team. Given these indicators, the method of fuzzy logic inference is described. The results obtained in the work allow us to conclude that in order to stimulate the efficiency and productivity of labor, changes are needed in the system of revenue distribution as well as in material and non-material motivation. It was developed the recommendations for increasing the motivation on either government employees or private sector labors on the base of the results of fuzzy model in the conclusion part of the article.
