Abstract

The selection of optimal logistics center locations is a critical strategic decision that shapes supply chain efficiency and national competitiveness. This study employs an integrated Analytic Hierarchy Process (AHP) – Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) framework to evaluate logistics center potential across provinces in Türkiye using freight traffic, passenger traffic, population, and economic development as key criteria. The novelty of this research lies in its integration of both freight and passenger data, the use of a consensus-based expert weighting approach to reduce subjectivity, and the identification of underserved yet high-potential provinces that have not previously been prioritized in logistics planning. A sensitivity analysis was conducted to test the robustness of the results under different weighting scenarios, further enhancing the reliability of the findings. The results confirm the significance of established hubs while also highlighting new opportunities in underserved regions. By combining methodological rigor with policy relevance, the study contributes actionable insights for balanced and sustainable logistics infrastructure development in Türkiye.
