Abstract: The article explores the synergy between institutional mechanisms of public policy and ethical leadership in ensuring economic security and regulating social conflicts in Ukraine. An integral indicator – the Ethical-Policy Security Index (EPSI) – has been developed, combining assessments of governance quality, ethical leadership, and social stability. The methodological framework is based on a combination of econometric modeling, scenario analysis, Monte Carlo simulations, and elasticity assessment using visualization tools. The results confirmed that the interaction of policy mechanisms and ethical leadership generates a non-linear synergistic effect that significantly enhances the level of economic security compared to the development of each factor separately. Scenario modeling demonstrated that even under external shocks (military escalation, economic crises), a high level of institutional capacity and ethical leadership ensures resilience and stability. In contrast, the combination of weak institutions and low leadership levels creates critical risks of destabilization. The scientific novelty of the study lies in the integration of digital transformation, mediation, and financial-economic analysis approaches into a unified analytical model for assessing security and conflict regulation. The practical significance of the obtained results lies in their potential use for developing preventive strategies, crisis plans, and digital tools for monitoring socio-economic stability under conditions of uncertainty.
