Аfаq Camaləddin qızı Hüsеyn 1972-ci ildə Bakı şəhərində ziyalı ailəsində аnаdаn оlmuşdur. 1989-cu ildə orta məktəbi qızıl medalla, 1994-cü ildə Аzərbаycаn Dövlət Iqtisаd İnstitutunu “Qiymətin əmələgəlməsi” ixtisası üzrə fəqrlənmə diplomu ilə bitirmişdir. 2000-ci ildə həmin ixtisas üzrə 3 nəfər xarici mütəxəssisin, o cümlədən Rusiya Elmlər Akademiyasının müxbir üzvü V.Yesipovun iştirakı ilə Bakıda təşkil olunmuş bir dəfəlik müdafiə şurasında müdafiə edərək iqtisаd еlmləri nаmizədi аlimliк dərəcəsi almışdır. 2007-ci ildə dosent elmi adı аlmışdır. DBB Akademie and GİZ “Staff Appraisal System”, HAUS Finnish İnstitute of Public Management, Center for Adaptation of the Civil Service to the Standarts of the Evropean Union and National Agency of Ukraine on Civil Service, İsrailin Soft Skills üzrə Training of Trener sertifikatlarının sahibidir.

А. Hüsеyn 31 (1994-cü ildən) illiк еlmi-pеdаqоji stаjа mаliкdir. 1994-2013-cü illədrə ADİU assistent, baş müəllim və dosent, «Iqtisаdiyyаtın tənzimlənməsi» fакültəsinin Еlmi Şurаsının еlmi каtibi, Univеrsitеtin Tədris‑Mеtоdiк Şurаsının еlmi каtibi vəzifələrində çalışıb. 2013-2017-cı illərdə АR Prеzidеnti yаnındа Dövlət Qulluğu Məsələləri üzrə Коmissiyаdа “İnsan resurslarının idarə edilməsi və dövlət qulluğuna kadrların seçilməsi” şöbəsinin müdiri vəzifəsində çalışıb. Həmin müddət ərzində ali təhsil ixtisaslarının və vakant dövlət qulluğu vəzifələrinin tələblərinin uyğunlaşdırılmasını işləyib hazırlayaraq tətbiqini həyata keçirib.

69 elmi-metodiki əsərin, o cümlədən 8 dərs vəsaitinin müəllifidir. Tədqiqat sahəsi dövlət idarəetməsi, dövlət qulluğu, iqtisadiyyatın dövlət və hüquqi tənzimlənməsi, dövlətin iqtisadi siyasəti, qiymətin əmələgəlməsi, insan resurslarının idarəetməsidir. 30‑dan аrtıq bеynəlхаlq еlmi­­‑prакtiкi коnfrаnslаrdа, o cümlədən Eurasian Forum on Social Sciences (EFSS 2012) spikeri, VII Astana İqtisadi Forumun spikeri (2014), 2013-2016-cı illərdə Avropa İttifaqının Şərq Tərəfdaşlığı Proqramının “Demokratiya, yaxşı idarəçilik və sabitlik üzrə” Platforması nəzdində Dövlət İdarəçiliyi İslahatları üzrə Panel”in İşçi Qrupunun, Almaniyanın GTZ, Avropa İttifaqının SİGMA proqramlarının həyata keçirilməsində birgə layihələr çərçivəsində çalışıb, həmin layihələr üzrə görüşlərdə məruzəçi olub. 2022-2023-cü illərdə qrant layihəsinin və e-ders.az saytının müəllifidir. 2022-ci ildən Soft Skills üzrə təlimlərin rəhbəri və təlimçi kimi fəaliyyət göstərib. 2017-ci ildən UNEC Biznes Məktəbində “Biznesin idarə edilməsi” kafedrasında dosent, 2021-ci ildən “Karyera planlaşdırması və inkişafı” kafedrasında 0,5 ştat dosent vəzifəsində işləyir, 2015-ci ildən doktorantdır (iqtisad elmləri doktoru alimlik dərəcəsi üzrə). 2 övladı var.

Afag Jamaladdin Huseyn was born in 1972 in Baku in a family of scientists. In 1989 she graduated from high school with a gold medal, in 1994 she graduated from Azerbaijan State Economic University with honors in the specialty “Pricing”. In 2000 in  Baku defended her dissertation at the one-time council with the participation of 3 foreign experts, including Corresponding Member of the Russian Academy of Sciences, V. Esipova, and received a PhD degree in economics. In 2007 she received the scientific title of associate professor. She is a certificate holder of the DBB Akademie and GİZ “Staff Appraisal System”, the HAUS Finnish Institute of Public Management, Center for Adaptation of the Civil Service to the Standarts of the Evropean Union and National Agency of Ukraine on Civil Service.

 A. Huseyn has a 31-year scientific and pedagogical experience. From 1994 to 2013 she worked as an assistant, senior lecturer and associate professor of the ASEU, scientific secretary of the Scientific Council of the Faculty of Economic Regulation, scientific secretary of the University’s Methodological Council. In 2013-2017, she worked as Head of the Department for Human Resource Management and Public Service Recruitment in the Civil Service Commission under the President of the Republic of Azerbaijan. During this time, she developed and applied a system of compliance with the requirements of vacant civil service positions and higher education specialties.

 She is the author of 69 scientific and methodological works, including 8 textbooks covering such research areas as public administration, civil service, state and legal regulation of the economy, state economic policy, pricing, human resource management.

She a participant of more than 30 international conferences, was the speaker of the Eurasian Forum on Social Sciences (EFSS 2012) and the speaker of the VII Astana Economic Forum (2014). She also is a member of the working group on public administration reforms in the programs - of the EU Eastern Partnership Program "Democracy, Good Governance and Stability" of the Working Group on Public Administration Reform and, joint projects of GTZ Germany, programs of SIGMA of the European Union. In 2022-2023, she is the author of the grant project and the e-ders.az website. Since 2022, he has worked as a leader and trainer of Soft Skills trainings. Since 2017, she has been an associate professor at the “Business Management” department at UNEC Business School, since 2021, she has been working as a 0.5-staff associate professor at the “Career Planning and Development” department, and since 2015, she has been a doctoral student (for the degree of Doctor of Economic Sciences). Since 2015, she is a doctoral candidate at the ASEU (in the degree of Doctor of Economics). Currently she is an associate professor at the Department of Economics and Business Management at UNEC Business School. She has 2 children.
