Avaz Alakbarov was born on July 23, 1952, in Western Azerbaijan. After finishing secondary school, he entered the Azerbaijan Institute of National Economy in 1969 and graduated from the Accounting and Economics Faculty of the same institute in 1973. Afterwards, he completed his military service.

Starting in 1975, he worked at the Ministry of Rural Construction of Azerbaijan as an economist, senior economist, head of the planning department, and deputy director of a trust for economic affairs. From 1981, he served as a senior referent and deputy head in the Economic Department of the Council of Ministers of Azerbaijan.

In 1991, he became the chairman of the board of the newly established State Pension Fund of the Republic of Azerbaijan. From 1992, he served as chairman of the State Social Protection Fund.

In 1999, by decree of the National Leader Heydar Aliyev, he was appointed Minister of Finance of the Republic of Azerbaijan, a position he held for seven years. During this period, he made efforts toward shaping the country’s economic policy, as well as the development of budget-tax, monetary-credit, and social policies. He was chairman and member of various state and governmental commissions. He represented Azerbaijan in the USA, United Kingdom, China, Turkey, Switzerland, Belgium, Norway, Russia, Saudi Arabia, Denmark, India, and other countries, participating in international and bilateral interstate conferences and events. As co-chairman of the Azerbaijan–USA Intergovernmental Economic Commission, he contributed to establishing economic relations.

Currently, he is engaged in scientific and pedagogical activities. He is the head of the “Finance and Audit” department at Azerbaijan State University of Economics (UNEC), Doctor of Economic Sciences, Professor, and chairman of the UNEC “Professors’ Club.” He is the author of about 90 scientific works.

From 2000 to 2013, he was a member of the Political Council of the New Azerbaijan Party (YAP). He is also a member of the Council of Elders of the Western Azerbaijan Community.
