• From 2006 to 2010, Elchin Khalilov was Chairman of the Expert Council on Earth Sciences of the Higher Attestation Commission under the President of Azerbaijan.
➢ E.N. Khalilov is also the author of 10 monographs, more than 300 published works, and over 100 patents for inventions, including more than 50 international patents.
➢ In 2025, Professor Elchin Khalilov was elected President of the Asian Academy of Sciences (China).
➢ In 2021, Elchin Khalilov was announced as a winner of China's National Program for Attracting Top-Tier Foreign Talents – the "Torch Program" of the Ministry of Science and Technology of China. He was awarded the state status of "National Top-Tier Talent of Category 'B' of China". Since 2022, Professor Khalilov has been working at Wenzhou University as a Distinguished Professor, Head of the ZEOMAG Laboratory, and Advisor to the President of Wenzhou University.
➢ In 2025, Academician Elchin Khalilov was awarded a Personal National Grant from the Ministry of Industry and Information Technology of China for a period of three years in the amount of 3 million yuan.
➢ In 2025, for his outstanding scientific achievements at Wenzhou University, Professor Elchin Khalilov received the highest government award of Zhejiang Province – the WestLake Friendship Award.
