Biography

Hasanli Yadulla Hamdulla oglu was born on March 7, 1959, in Saatlı, Azerbaijan.

In 1976, Y. H. Hasanli was admitted to the Faculty of Applied Mathematics (now Applied Mathematics and Cybernetics) at Azerbaijan State University (now Baku State University). After graduating in 1981, he began working as a software engineer at the Institute of Cybernetics of the Azerbaijan National Academy of Sciences (now the Institute of Control Systems). In 1983, he enrolled in postgraduate studies in the field of "Economic-Mathematical Methods" at the same institute. In 1989, he defended his dissertation and earned the degree of Candidate of Economic Sciences.

In 2005, he successfully completed the Econometrics course at the Russian School of Economics. In 2007, he defended his doctoral dissertation and obtained the title of Doctor of Economic Sciences.

At the Institute of Cybernetics, he held various positions, including software engineer, junior researcher, researcher, senior researcher, and head of laboratory. In 2000, the Supreme Attestation Commission awarded him the title of Senior Researcher; in 2005, he became an Associate Professor, and in 2012, a Professor.

He has authored 238 scientific works, including 10 books (5 of which are monographs). One of the monographs (co-authored) was published in English in Germany, and another was published by Springer in the United States. His works include 23 papers indexed in the Web of Science and 16 indexed in SCOPUS.

Y. H. Həsənli has 29 years of teaching experience, having taught at various universities (BSU, Azerbaijan State University of Economics, the Academy of Public Administration under the President of Azerbaijan, Aviation Academy, Azerbaijan Tourism and Management University, Azerbaijan University, Eurasian University). He has delivered courses such as Optimization Methods and Economic Analysis, Economic-Mathematical Modeling, Econometrics, Statistics, Socio-Economic Forecasting Methods, and Dynamics of the World Economy.

He has supervised 13 PhD candidates in economics who successfully defended their dissertations.

In 2000, he served as a local expert for the World Bank, in 2001 for the Asian Development Bank, and in 2021–2022 for the European Union. From 2002 to 2005, he was a scientific advisor to the "Monetary Policy" Department of the Central Bank of Azerbaijan. From 2005 to 2009, he headed the "Economic Analysis and Forecasting" Department of the Ministry of Taxes of Azerbaijan.

From 2009 to 2011, he worked as a senior researcher at the Institute of Economic Reforms under the Ministry of Economic Development of Azerbaijan and in 2011 served as its scientific advisor on a voluntary basis.

Since 2012, he has been an external expert for the "National Agency for Technological Development" of Kazakhstan. In April 2016, he became the Director of the Scientific Research Institute of Economic Studies at the Azerbaijan State University of Economics (UNEC).

In 2020, he was awarded the honorary title of "Distinguished Scientist" by the President of Azerbaijan.

He has led or participated in several scientific grant projects and research programs.

 

Major Scientific Achievements

  • Developed an economic-mathematical method ("Credit Impulse" and "Refusal Impulse") to solve the mutual debt problem, along with its solution algorithms. Introduced the concept of the debt cancellation multiplier based on J. M. Keynes’ theory, calculated its value for Azerbaijan’s economy, and conducted analysis.
  • Modified K. Marx’s reproduction schemes to study the economic development dynamics of resource-rich countries, identifying unique development patterns. Demonstrated that the imbalanced development trends (e.g., financial crises) in such countries are linked to the exploitation of natural resources and the generation of surplus value or capital.
  • Developed a macro-econometric model of Azerbaijan's social and economic development and forecasted key macroeconomic indicators.
  • Designed an "Input-Output" model of Azerbaijan’s economy under market conditions and conducted corresponding analyses.
