He was born in 1951 in Molla Maharramli village of Fizuli district.

In 1957, he entered the 1st grade of Ahmadalılar village secondary school of Fizuli district, and graduated from that secondary school in 1967.

In 1968, he entered the specialty "Machine-building technology, metal-cutting machines and tools" of the Faculty of Mechanics of the Azerbaijan Technical University;

In 1974, he graduated from that specialty and mastered the art of mechanical engineering.

He served in the military during 1974-1975.

From 1975 to 1980, he worked as an engineer-technologist and senior engineer-technologist in the tool shop at the Baku Refrigerators Plant. At the same time, he was engaged in the research of new technologies for tool steels.  In 1979, Tezkesan received the first authorship certificate for tool steels.

From 1980 to 1993, he worked as a department head at the "Kristal" Experimental Plant Institute of ANAS.

In 1984, he became a doctoral student at the Institute of Physics of ANAS;

In 1991, he defended his candidate's thesis at the Moscow Institute of Steel and Alloys and received the title of candidate of technical sciences.

In 1993-1996, he worked as a senior teacher at the Commanders' School of the Baku Supreme General Army.

From August 1996 to August 2000, he worked as an associate professor at the Science and Education Center "Tafakkur" University.

In August 2000, he was appointed as a senior lecturer at the "Technology and industrial ecology of production areas" department of the Azerbaijan State University of Economics.

Since 2003, he has been working as an associate professor at the "Environmental Protection and Economy" department.

He is an honored efficiency scientist of the former USSR. He is the author of 8 authorship certificates, more than 78 articles, working programs and teaching aids.

He is married and has two children.
